HIPS - Suspended with immediate effect

The coalition Government announced this week that Home Information Packs (HIPs) are to be scrapped with immediate effect.
The packs, paid for by the seller and containing property information, title deeds and local searches, were introduced in August 2007 in England and Wales. The packs were initially introduced for properties with four or more bedrooms but gradually rolled out to cover all properties and proved to be controversial from the outset.
Homeowners and campaigners claimed the introduction of HIPs failed to help buyers and discouraged people from putting their properties up for sale just when the property market needed a boost.
Whilst the need for HIPs has been suspended, the need for Energy Performance Certificates (which rate a home's energy efficiency) will remain.
